Primary Heat Source Verification: Most electric utilities and co-ops require that the new heat pump replaces an inefficient electric heat source (electric baseboards, zonal heaters, or an electric furnace) rather than natural gas.
Certified Contractor Network: Work must be performed by a licensed, program-participating contractor registered with programs like Comfort Ready Home or PTCS. Participating contractors handle the direct application paperwork for you.
Equipment Efficiency Standards: The heat pump system must meet minimum AHRI performance ratings (such as minimum HSPF2 and SEER2 thresholds).

Federal Tax Credits & State Status

Important Note on Federal Tax Credits: The federal Section 25C Energy Efficient Home Improvement Credit (which provided up to $2,000 for qualifying heat pumps) expired on December 31, 2025. Equipment placed in service after that date no longer qualifies for the federal tax credit. Additionally, Idaho chose not to participate in federal IRA state-administered rebate programs (HEAR/HOMES).
